According to records obtained by the American Civil Liberties Union (ACLU) of Northern California, U.S. Immigration and Customs Enforcement (USCIS) officials are collecting information from local governments and from a company called Vigilant Solutions, which uses automated technologies to collect information on license plate locations. USCIS and Immigration and Customs Enforcement (ICE) officials have used this information to identify the locations of their targets and detain them. This may present risks to the rights and civil liberties of immigrants in the U.S. and other individuals who may be targeted by ICE and other federal agencies.

More Than 80 Local Law Enforcement Agencies Implicated

Local law enforcement officials have been sharing information on license plate locations with ICE through emails and in person. In some cases, these transfers of information have been performed through an informal process, invading the privacy of those targeted and, in many cases, violating the regulatory requirements of ICE and of the local law enforcement agencies involved in these activities.

A $6.1 Million Contract With Vigilant Solutions

ICE also has invested $6.1 million in a contract with Vigilant Solutions for access to their database of location information. More than 9,000 ICE agents have used the system, which contains at least five billion data points of location information. ICE typically uses this data to locate those suspected of illegal entry or overstaying their visas. This could result in serious issues for otherwise law-abiding immigrants who may be pursuing legal recourse to remain in the United States legally.
